Regular Meeting Minutes
September 22, 2004



The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch
Trustee Anna Marie Barclay
Trustee Virginia Adams
Trustee Paul Cooper

Also present were Administrator Tracy Jong, DPW Supervisor Joe Chimino, Dale Leiter, Tom Williamson, Mr. & Mrs. Smith, Tally Almquist and Ralph Marsocci.


APPROVAL OF BILLS
A motion to approve the bills as presented was made by Trustee Virginia Adams and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


APPROVAL OF MINUTES OF REGULAR MEETING AND PUBLIC HEARING MINUTES OF SEPTEMBER 8, 2004
A motion to approve the minutes was made by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams. The motion carried by the following vote:

Trustee Paul Cooper - aye


DEPUTY MAYOR'S REPORT
The recent Town Council meeting was attended by the Village Trustees. The Board will continue to monitor the plans.


CEO/ZEO REPORT
A motion to approve the written and oral CEO's report was made by Trustee Paul Cooper and seconded by Trustee Virginia Adams. The motion carried by the following vote:

ADMINISTRATOR/CLERK TREASURER'S REPORT
A motion to approve the written and oral Administrator's report was made by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper. The motion carried by the following vote:

DPW SUPERVISOR'S ORAL REPORT
A motion to approve the oral report of the DPW Supervisor was made by Trustee Virginia Adams and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Highlights of DPW Supervisor's oral report included:

-
road work complete for season except for some catch basin repairs
-
substation running tests show some service work must be done during the slow season
-
conductors are being run throughout the Village for the 4160 kV conversion on October 17
-
less than 10% of Village will be left to be converted after October 17
-
lineman training school will be in April for Josh and Nick
-
request by the two new lineman for state certification for journeyman training will be pursued with Mayor Bailey


NEW BUSINESS

1.
A motion to consult Village attorney regarding Mr. Janas' request to remove electric facilities from 20A Rochester Street was made by Mayor Wayne Bailey and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

A motion to accept Wendy Didas' resignation from the Planning Board was made by Mayor Wayne Bailey and seconded by Trustee Virginia Adams. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye
3.
A motion was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams to approve the use of Carpenter Park and the municipal parking lot by the American Legion in conjunction with this Saturday's clambake. The motion carried unanimously.
4.
A motion was made by Mayor Wayne Bailey and seconded by Trustee Paul Cooper to appoint Kevin Donovan to the Planning Board to complete the term of Wendy Didas. The motion carried unanimously.
5.
Trustee Robert Bausch and Trustee Anna Marie Barclay formed a subcommittee to address municipal presence in the Village's central business district.
6.
Trustee Robert Bausch and Trustee Paul Cooper reaffirmed their subcommittee formation for Union negotiations.

1.
Appointments of alternates to Planning & Zoning Board - tabled

Local Law on Parking Restrictions - tabled
3.
Proposed Local Law for Junk Vehicles - tabled pending proposal from the Village attorney.
4.
Proposed Local Law for Recreational Burning - tabled

Revisions of electric tariff - tabled


EXECUTIVE SESSION

A motion was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper to enter Executive Session to discuss personnel matters. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

All persons exited except Board and Tom Williamson.

Executive Session was entered at 8:25 p.m.

A motion was made by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams to exit Executive Session. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Executive Session was exited at 9:20 p.m. No votes were taken in Executive Session.
