VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
September 14, 2005


The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:04 p.m. with the following present:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Also present were Linda Austin, Dale Leiter, Elizabeth Smith, Robert Smith, Ed Adams and William MacCowan.
Thomas Williamson entered at 7:14.


APPROVAL OF BILLS
A motion to approve the bills was made by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


APPROVAL OF MINUTES

1. A motion to approve the minutes of the Regular Meeting of
August 24, 2005 was made by Trustee Anna Marie Barclay and seconded by Trustee Robert Bausch. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye
2. Minutes of Special Meeting of August 31, 2005 - tabled for changes.


CEO/ZEO' REPORT
A motion to approve the oral report of the CEO/ZEO was made by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

1. The house owned by Thomas Capwell at 65 S. Lake Avenue is non-inhabitable. Mr. Capwell is in the process of selling the house but has to be brought up to code.
2. The easements for the Hart project can't be located. Kim is working on property files to get organized.
3. Steve Tyson's property has old tires and old cars again.
4. Arlington Manor refuse is being put out in the beginning of the week. Tom Williamson will talk to owner.

TRUSTEE CONCERNS

1. Trustee Virginia Adams reported the following:
- Tracy Miller called for a replacement tree
- Odor complaints to be sent to DEC
- Tom Williamson to check on unlicensed cars around the Village of Bergen

Trustee Anna Marie Barclay asked about cat problem; complaints about stray cats in peoples yards. Can we do anything about it?


MAYOR'S REPORT

1. Global Signal wants to buy cell tower for $178,000 37 year easement. This equals only 12 years of lease payments.
2. Boy Scouts have planted trees on McKenzie Street and Clinton Street. They did a great job.
3. An emergency phone number will be available to Village residents shortly.
4. Engineer Paul Russell went over the sewer plant in order to increase to 150 gal/day. Estimated cost to upgrade will be $10,000.00
5. Charles Cook would like a donation of $250 for the Travel Guide.


PRIVILEGE OF FLOOR
Dale Leiter stated that Michael Slack no longer lives in Bergen and has been unable to get his resignation. Mr. Leiter requested Holden Miller be appointed a full member. Mayor Bailey wants to hold off for now. He also informed the Board of the Fall 2005 Regional Local Government Workshop on Friday, November 18, 2005.

1. DEIS response - revision to be done.
2. New York Archives - tabled

The meeting was adjourned at 8:29 p.m.

A motion was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper to enter Executive Session to discuss personnel matters. The motion carried by the following vote:

Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was entered at 8:30 p.m.

A motion was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper to exit Executive Session. The motion carried by the following vote:

Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was exited at 8:55 p.m.
