VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
August 10, 2005


The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Also present were Linda Austin, DPW Supervisor Joseph Chimino, Dale Leiter, Monica Murray, John Murray, Glenn Lawrence, Elizabeth Smith, Robert Smith, Nancy Holland, Alayne Mante, Carlton Mante, Grace Gallivan, Tally Almquist, C.M. Barons, Robert VanEenwyk, Thomas Wolcott and Holden D.P. Miller.


APPROVAL OF BILLS
A motion to approve the bills was made by Trustee Paul Cooper and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


BUDGET TRANSFERS AND APPROVAL OF MINUTES
A motion to approve the budget transfer was made by Trustee Virginia Adams and seconded by Trustee Anna Marie. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Budget Transfer:
$1,800.00 from 5650.400A off-street parking to 7110.400A parks

A motion to approve the corrected minutes of the Regular Meeting of
July 27, 2005 was made by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


DPW SUPERVISOR'S REPORT
A motion to accept the oral report of the DPW Supervisor was made by Trustee Paul Cooper and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Highlights:
- road repairs are being done for top coating
- drain basin on Buffalo St. extended 100 feet on each side
- infrared scan 1st week of September being done by Churchville
- new poles down Parkview
- produces 74,000 gallons per day - sewer plant


HISTORIAN'S REPORT
Historian Almquist reported about the Riga Landfill open house. She sold phone and Swamp books.


TRUSTEE CONCERNS
Trustee Anna Marie Barclay is checking on grants with the Village of Dundee and waiting for a call back from them.

NEW BUSINESS

A motion to accept the following resolution was made by Trustee Virginia Adams and seconded by Paul Cooper.

WHEREAS, the Village of Bergen of the Village of Bergen, New York, is a municipal member of the Municipal Electric Utilities Association of New York State, and

WHEREAS, the Annual Conference of the Municipal Electric Utilities Association of New York State has been called on September 13, 14, 15, and 16, 2005 to be held at the Crowne Plaza Lake Placid Resort, Lake Placid, New York, and,

WHEREAS, in accordance with the bylaws of the Municipal Electric Utilities Association of New York State, each municipal member may cast one vote on each transaction properly brought before this meeting,

NOW, THEREFORE, BE IT RESOLVED, that Joseph Chimino be and is hereby designated as the accredited delegate of the Village of Bergen, New York.

The resolution carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


OLD BUSINESS


Road name clarification: Lake St. vs. Lake Ave. and Clinton St. vs. Clinton Ave.

1. Monica Murray - Clinton Street resident for 30 years stated her deed indicates "Street". What if you sell your house after it is changed to "Avenue"?
2. Nancy Holland - Lake Avenue is on all her documents.
3. Grace Gallivan - Lake Avenue is on all her documents.
4. Tom Wolcott has all three (Street, Avenue and Road) on his deed.
5. Chris Barons - road signs on Clinton are labeled both Avenue and Street. His father who is 90 years old told him it has always been "Avenue.
6. Robert Van Eenwyk showed the board a booklet where it was Lake Avenue and later changed to Lake Street.
7. Trustee Barclay reported information from the County Sheriff's department and County Highway Department which stated both had Lake Avenue and Clinton Street on their mapping information for the Village.
8. Mayor Bailey stated the findings would be published in the Village newsletter.


EXECUTIVE SESSION
A motion was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper to enter Executive Session to discuss personnel matters. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Executive Session was entered at 7:47 p.m.
A motion was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams to exit Executive Session. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Executive Session was exited at 8:40 p.m.


ADJOURNMENT
A motion to adjourn was made by Trustee Paul Cooper and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:
