VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
July 27, 2005


The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Also present were Linda Austin, DPW Supervisor Joseph Chimino, Dale Leiter, Elizabeth and Robert Smith, Robert Avery, Robert Fitzgerald, Grace Gallivan, Alayne and Carlton Mante, David Roggow, Barry Miller, Don Cunningham, Marcia Havens, George Filowick and Eleanor Filowick.


APPROVAL OF BILLS
A motion to approve the bills was made by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


APPROVAL OF MINUTES
A motion to approve the corrected minutes of the Regular Meeting of July 13, 2005 was made by Trustee Paul Cooper and seconded by Trustee Robert Bausch. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


PRIVILEGE OF FLOOR
1. Barry Miller presented the Town's preliminary plan to construct a highway garage. There will be no exit and no turn around on Gibson St. The Town would like to be ready for a November ballot. The Town will state cost + % on Town and Village taxes if passed in the spring.


DPW SUPERVISOR'S REPORT
A motion to accept the oral report of the DPW Supervisor was made by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Highlights:

75,000 gal. per day - sewer plant

tree trimming
-
building lines
-
scheduled shut-down of Liberty Pumps and Leonard Bus for IDA to put switching petals in went well
-
inventory of street lights
-
Frontier to meet with Joe about pole rental

oil and stoning will be done in August
-
installed 2 catch basins on Buffalo St.

repair and patch roads next project


NEW BUSINESS

1. Bob Avery reported the following:
- March letter from MRB was answered
- materials to arrive on Monday, August 1, 2005
- a thorough research of the drainage problem in question was done
2. Marcia Havens submit 1 complete set to the Village
- modified changes in italics
- appendix changes in italics
- notice of completion is the next step.
- both MRB Group and Lacy Katzen will receive a copy


OLD BUSINESS

1. Resolution to endorse Black Creek Watershed - tabled.


TRUSTEE CONCERNS
Trustee Adams will be attending the Waste Management open house on August 14 from 4:00 - 8:00 pm.

Informational Public Hearing - Clinton St. or Ave.; Lake St. or Ave.
Requesting input from residents on those streets.


EXECUTIVE SESSION
A motion was made by Trustee Paul Cooper and seconded by Trustee Robert Bausch to enter Executive Session to discuss personnel matters. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Executive Session was entered at 8:50 p.m.

A motion was made by Trustee Virginia Adams and seconded by Trustee Paul Cooper to exit Executive Session. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Executive Session was exited at 9:00 p.m.

A motion to adjourn was made by Trustee Anna Marie Barclay and seconded by Trustee Robert Bausch. The motion carried by the following vote:
