Regular Meeting Minutes
in Joint Session with the Town Council
Bergen Presbyterian Church Public Meeting Hall
The Joint Meeting of the Board of Trustees and Town Council was called
to Order by Deputy Mayor Anna Marie Barclay at 7:00 p.m. with the following
present:
Trustee Robert Bausch
Trustee Anna Marie Barclay
Trustee Virginia Adams
Trustee Paul Cooper
Councilwoman Julie Baker
Councilman Hugh McCartney
Councilman Barry Miller
Councilman Donald Cunningham
Town Supervisor John Specht
Also present were: DPW Supervisor Roy Hill, Tracy Jong, Highway Superintendent
David Roggow, Dale Leiter, Mr. & Mrs. Smith, Karen Musson, Gerald
Sheridan, Dr. Gregory Geer, Tally Almquist, Ralph Marsocci, Cindy Favata,
and Linda Camelio. Cheri Sheridan arrived at 7:45 and exited at 8:25 with
Cindy Favata and Gerry Sheridan.
Absent: Mayor Wayne Bailey
PRIVILEGE OF THE FLOOR
Dr. Geer - Presentation of School Budget
Dr. Geer presented the school budget to the Town Council and Village Board.
He discussed the fiscal challenges faced by the school board with increased
retirement and health care costs, and flat state aid. The school tax levy
will be approximately $25/M.
Gerald Sheridan
Gerry Sheridan addressed the Board and Council about his interest in selling
his building at 11 North Lake Street to the municipalities for office
space. He has about 8,000 sq. ft. over 2 floors. John Specht explained
the Town needed 5,700 sq. ft. and the Town's engineer is looking at the
cost of rehabilitating existing space in the Village as well as new construction
options. They discussed potential grant funding for historic renovations.
Bergen Park Committee is considering the south side of the building for
a mural and inquired if this aesthetically would have a negative impact
on the historic district character. Historian Tally Almquist will research
the issue, but commented that historically, there were paintings on the
south face of the building.
Karen Musson - Bergen Underground
Karen addressed the Board about the Underground and its teen programming
to address loitering and after-school recreation. She asked for support
from public officials and expressed her desire to work as a partnership
in addressing these community issues.
Roundtable Discussion
The Board and Council discussed the Town's proposed office facility and
highway facility. They discussed Village electric and the Industrial Park.
They also discussed the Mayne Estates development. They discussed parking
at the sports fields along Townline Road near the high school. Roy Hill
addressed both Boards about the need for an intermunicipal agreement between
the Town and Village.

The joint meeting was adjourned at 8:53 p.m.
The Village Board re-opened the meeting at 8:54 p.m.

The Village Board Meeting was called to Order by Deputy Mayor Anna Marie
Barclay at 8:54 p.m. with the following present:

Trustee Paul Cooper
Also present were: DPW Supervisor Roy Hill, Tracy Jong, Dale Leiter,
Mr. & Mrs. Smith, and Ralph Marsocci.
Absent: Mayor Wayne Bailey
APPROVAL OF MINUTES
A motion to approve the minutes of the Regular Meeting of the Board of
Trustees on April 28, 2004 was made by Trustee Robert Bausch and seconded
by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Anna Marie Barclay-aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye
APPROVAL OF BILLS
A motion to approve the bills as presented was made by Trustee Robert
Bausch and seconded by Trustee Virginia Adams. The motion carried by the
following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye
PRIVILEGE OF THE FLOOR
Ralph Marsocci addressed the Board about loitering. He also addressed
the Board about parking by tenants of the downtown buildings. He asked
for strict enforcement of 2 hour parking in the municipal lot and streetside
parking.

Trustee Paul Cooper. The motion carried by the following vote:
