SPECIAL MEETING of the BOARD of TRUSTEES
APRIL 7, 2004

The Special Meeting of the Board of Trustees was called to Order by Deputy Mayor Wayne Bailey at 7:03 p.m. with the following present:

Trustee Anna Marie Barclay
Trustee Robert Bausch
Trustee Virginia Adams

Also present were Dale Leiter, Paul Cooper and Tracy Jong.

APPOINTMENT OF MAYOR

Whereas, Public Officers Law § 30 provides that there is a vacancy in elected office upon the death of the incumbent; and
Whereas, Mayor Thomas LeSage has passed away during his elected term of office; and
Whereas, a vacancy in the office of the mayor thereby exists; and
Whereas, any vacancy in the office of the mayor is filled by the Board of Trustees by appointment; and
Whereas, the appointee serves as mayor until the next general Village election; and
Whereas, Trustee Anna Marie Barclay nominated Trustee Wayne Bailey for mayor; and
Whereas, Trustee Virginia Adams seconded such nomination; and
Whereas, there was a unanimous vote of the Board of Trustees in favor of said appointment;
It is hereby resolved that Wayne Bailey is appointed Mayor of the Village until the March 2005 Village Election.

The Clerk accepted the resignation of Wayne Bailey from the Office of Village Trustee. The Clerk administered the oath of office to Mayor Wayne Bailey

APPOINTMENT OF TRUSTEE

Whereas, Public Officers Law § 30 provides that there is a vacancy in elected office upon the resignation of the incumbent; and
Whereas, Trustee Wayne Bailey has resigned during his elected term of office through April 2008; and
Whereas, a vacancy in the office of the Village Trustee thereby exists; and
Whereas, any vacancy in the office of the Trustee is filled by the mayor by appointment; and
Whereas, the appointee serves as Trustee until the next general Village election; and
Whereas, Mayor Wayne Bailey nominated Paul Cooper for Trustee; and
Whereas, approval of the Board was not required, however, there was a unanimous approval of the Board of Trustees in favor of said appointment; and
It is hereby resolved that Paul Cooper is appointed Trustee of the Village until the March 2005 Village Election.

The Clerk accepted the resignation of Paul Cooper from the offices of Chairman of the Zoning Board of Appeals and alternate member of the Planning Board.

The Clerk administered the oath of office to Robert Bausch and Paul Cooper.

EXECUTIVE SESSION

A motion was made by Trustee Virginia Adams and seconded by Trustee Anna Marie Barclay to enter Executive Session to discuss personnel matters. The motion carried by the following vote:

Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Executive Session was entered at 7:34 p.m.

Tracy Jong and Dale Leiter exited at this point.

A motion was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams to exit Executive Session. The motion carried by the following vote:

Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

No votes were taken in executive session. Executive Session was exited at 8:30 p.m.

ADJOURNMENT

A motion to adjourn was made by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

The meeting was adjourned at 8:34 p.m.
