The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch
Trustee Anna Marie Barclay
Trustee Virginia Adams
Trustee Paul Cooper

Also present were, DPW Supervisor Roy Hill, Tracy Jong, Dale Leiter, Mr. & Mrs. Smith, Tim Loewke and Thomas Williamson.


APPROVAL OF MINUTES

A motion to approve the minutes of the Regular Meeting of April 14, 2004 was made by Trustee Virginia Adams and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:

CEO/ZEO REPORT

A motion to approve the oral CEO's report was made by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper. The motion carried by the following vote:

TRUSTEE CONCERNS

Trustee Virginia Adams addressed the Code Enforcement Officer about property maintenance violations. She asked him to enforce the zoning and building code strictly in an effort to preserve property values for neighbors and Village property owners in general. The Board unanimously agreed that court action would be pursued. The Board collectively identified the following partial list of properties requiring enforcement:

27 LeRoy Street - Williams

Munger Street
22 Munger Street - Fiedler

21 South Lake - Gailey

This list was to be expanded upon after a visual inspection of the Village by the Code Enforcement Officer. The Board directed the CEO to take immediate action to contact these property owners and request voluntary compliance before court remedies were pursued.


DPW SUPERVISOR'S REPORT

Roy Hill addressed the Board to discuss extension of electric service to K-2/Pavilion Gift. He reported that the difference between overhead and underground service installation was $12,500. He provided several reasons why he believed underground service was preferable:
1.
aesthetics
2.
protection of electric facilities during ice storms and vehicular accidents
3.
puts the commercial land on same playing field as Appletree Acres in terms of property values
4.
future digging could be avoided with spare conduit installation
5.
loop feed possible
6.
K-2's additional electric costs incurred because of the Village's delay in providing service
7.
Nearby Appletree Acres and Mayne subdivision will be underground

He reported that one disadvantage would be troubleshooting during a line fault.

Roy proposed underground service with the Village paying $7,500 and K-2 contributing $5,000 toward the incremental cost.

Roy Hill also discussed service extension to other customers along Appletree and Buffalo Roads.

Trustee Robert Bausch made a motion, seconded by Trustee Anna Marie Barclay to permit the electric department to provide underground electric service extension to K-2 Industries with the contribution of K-2 in the amount of $5,000.

Roy discussed UFPO costs and the Village's ability to limit calls to the Village's franchise area with GPS technology. He explained new legislation for UFPO that would burden the Village with additional costs. He asked the Village Board to take a position opposing the legislation in a formal letter to our Senator.

Roy discussed landscaping at Hickory Park and a homeowner request to remove the last 4 sidewalk flags on the south side of Munger Street. The Village Board approved both items.

A motion was made by Trustee Robert Bausch and seconded by Trustee Anna Marie Barclay at 8:45 p.m. to enter Executive Session to discuss personnel matters. The motion carried by the following vote:

Executive Session was entered at 8:57 p.m. (At this juncture, everyone exited except Board Members.)

No votes were taken in executive session. Executive Session was exited at 9:19 p.m.
