VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
March 23, 2005
The Regular Meeting of the Board of Trustees was called
to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch
Trustee Anna Marie Barclay
Trustee Virginia Adams
Trustee Paul Cooper
Also present were Administrator Tracy Jong, DPW Supervisor Joseph Chimino,
Dale Leiter, Mary Ann Price, Arthur Price, Alayne Mante, Carlton Mante,
Ralph Garnish, Robert Smith, Jean Stewart, David Squires and David Zorn.
APPROVAL OF MINUTES
A motion to approve the minutes of the Regular Meeting of March 9, 2005
and Worksession of March 21, 2005, was made by Trustee Anna Marie Barclay
and seconded by Trustee Paul Cooper. The motion carried by the following
vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye
APPROVAL OF BILLS
A motion to approve the bills was made by Trustee Anna Marie Barclay and
seconded by Trustee Paul Cooper. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye
BUDGET TRANSFERS
A motion to approve the budget transfers was made by Trustee Paul Cooper
and seconded by Trustee Robert Bausch. The motion carried by the following
vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

PRIVILEGE OF THE FLOOR
David Zorn made a presentation to the Board about the Black Creek Watershed
and the coalition's state of the basin report. A written report was also
submitted. He outlined major points in the report and described a next
step involving a comprehensive basin management plan. He hoped for Village
participation with a cooperation resolution, representation at meetings,
and possible changes in local laws.
ADMINISTRATOR/CLERK TREASURER'S REPORT
A motion to accept the written and oral Administrator's report was made
by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams.
The motion carried unanimously.
EXECUTIVE SESSION
A motion was made by Trustee Robert Bausch and seconded by Trustee Virginia
Adams to enter Executive Session to discuss personnel matters and collective
bargaining negotiations. The motion carried by the following vote:
Trustee Robert Bausch-aye
Trustee Anna Marie Barclay-aye
Trustee Paul Cooper-aye
Trustee Virginia Adams - aye
Executive Session was entered at 7:30 p.m.
A motion was made by Trustee Anna Marie Barclay and seconded by Trustee
Paul Cooper to exit Executive Session. The motion carried by the following
vote:
Trustee Robert Bausch-aye
Trustee Anna Marie Barclay-aye
Trustee Paul Cooper-aye
Trustee Virginia Adams - aye
No votes were taken in executive session. Executive Session was exited
at 8:28 p.m.
The Board continued with budget discussions.
Only Dale Leiter and Jean Stewart returned following Executive Session.
Jean Stewart exited at 8:35 p.m.
A motion to adjourn and recess the meeting was made by Trustee Robert
Bausch and seconded by Trustee Anna Marie Barclay. It was at 10:30 p.m.
