Regular Meeting Minutes
March 22, 2006


The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch
Trustee Anna Marie Barclay
Trustee Virginia Adams
Trustee Paul Cooper

Also present were Linda Austin, Joe Chimino, Dale Leiter, Alayne Mante, Carl Mante, Elizabeth Smith, Robert Smith, Mary Ann Price, Tally Almquist, and Tom Williamson.


APPROVAL OF BILLS

A motion to approve the bills was made by Trustee Paul Cooper and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


APPROVAL OF MINUTES

A motion to approve the minutes of the Regular Meeting of March 8, 2006 and Worksession of March 15, 2006 was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried by the following vote:

PRIVILEGE OF FLOOR

Dale Leiter reported the Planning Board passed the new Town Building.


HISTORIAN'S REPORT

Historian Almquist stated that the Stone Church Strawberry Festival is on June 17th. She also reported the official opening of the Hartford Barn is on September 16th.


CEO/ZEO'S REPORT

1. Tom Williamson met with Barry Miller about a 30 x 50 addition for his business, buying property from Dale Tucker to expand. Dale and Barry are working on the parking problem. There is a 24" drain very close to where the new building will be. Joe Chimino is going to check this out.
2. 12 Gibson Street - Tom checked out the house and told the owner what needs fixing. Mayor Bailey requested he document this in writing. He has put in all new electric service.
3. 29 LeRoy Street - Tom talked to owner about cleaning up cars and wood on his property. He will clean it up.
4. 14 Gates Street - electric coming off house. Tom sent a letter to the owner (rented property).
5. Tom Williamson went to Fire Marshall training. The State passed the fire codes this week. They added 8 hours more for training for a total of 32 hours.
6. The 504G State Aid money which was not allowed last year is allowed this year. This reimbursed the Village for training, dues, mileage and equipment.


DPW SUPERVISOR'S REPORT
DPW Supervisor Joe Chimino reported the following.

Highlights:

did inspection of manholes for ground water infiltration
-
waiting for two quotes for repairs on sanitary sewer on Spring St.
-
met with the Public Works Supervisor of Akron for mutual aid; has a camera to scope sewer lines.
-
service for Thompson & Dilcher (we have to put new pole on Town property; need easement from Town)
-
switched Clinton St. residential electrical services to new pole structures on Spring St.
-
new lights on Clinton St. and McKenzie St.
-
new poles on Church St.
-
radiator went bad in digger derrick
-
Gibson St. primary on poles; second part done next week
-
two new transformers on Gibson St. to eliminate overloads. Used Spencerport for mutual aid to switch primary to new poles on Church St.
-
new transformer put behind Artistic Motel and a new light
-
Frontier to pay $6,700 for joint pole proposal
-
DPW crew filling pot holes; Gates St. patched by MCWA
-
outage was Niagara Mohawk's fault

A motion to accept the reports was made by Trustee Barclay and seconded by Trustee Bausch. The motion carried by the following vote:

NEW BUSINESS

1.
Highway Shared Services Agreement - tabled

Mayor Bailey made a motion to move the Refuse funds to the General Fund for the fiscal year starting 2006-2007. There will be separate line items within the General Fund to track the refuse funds. The General Fund has been supporting the Refuse Fund anyway. The motion was seconded by Trustee Cooper. The motion carried by the following vote:

A motion to adopt the Cyber Security Citizens' Notification Policy was made by Mayor Bailey and seconded by Trustee Barclay. The motion carried by the following vote:

Trustee Paul Cooper - aye


OLD BUSINESS

Budget - tabled

A motion was made by Trustee Barclay and seconded by Trustee Cooper to remove $30,000.00 in lieu of taxes off the agenda. The motion carried by the following vote:

Procurement Policy - tabled
4.
A motion was made by Trustee Barclay to renew our $400,000.00 BAN and seconded by Trustee Bausch. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


TRUSTEE CONCERNS:
Trustee Adams wants to review the building fees from other municipals. Tom Williamson and she will work on this.


MAYOR'S REPORT

1.
Mayor Bailey will meet with the Town Committee to find out who is responsible for inspection of the Town building (Bob Patterson or Tom Williamson).
2.
Mayor Bailey will meet with Waste Management to compare prices of other Towns and Villages. He would like to talk about ways to cut refuse costs.

- eliminate bulk pick-up, Village would do pick-up and pay by the ton
- have residence contract own service
- instead of bags go to stickers for residence to use on 30 gallon regular bags
- do recycle every two weeks instead of weekly; keep trash pick-up every week
- do a three year contract instead of one; bids out in April with bulk pick-up and without

Mayor Bailey asked Linda Austin to check with our computer technician about backing up our data and a container to store and protect the tapes or discs.

Mayor Bailey made a motion to approve a resolution for $150,000.00 Bond for the purchase of the Tully Building. The resolution has been reviewed by the Village attorney. It was seconded by Trustee Adams. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye
The resolution will be posted in six places within the Village and published once in the local paper.
