SPECIAL MEETING of the BOARD of TRUSTEES
March 13, 2004
The Special Meeting of the Board of Trustees was called to Order by Deputy
Mayor Wayne Bailey at 8:02 p.m. with the following present:
Trustee Anna Marie Barclay
Trustee Robert Bausch
Trustee Wayne Bailey
Trustee Virginia Adams
Also present were Dale Leiter, Dave Henry, Elizabeth and Robert Smith,
Wendy Didas, Mary Ann and Arthur Price, Paul Cooper, John Specht, Gary
Fink, Ralph Garnish, and Marian Partridge.

Changes - drainage documented
- traffic studies - concerns
Why not build more expensive houses first?
- building less expensive townhouses first - potential for
new slums
- more expensive houses "should be built first"
- 4 unit buildings - single owners - will they become rentals?
- Why townhouses? Rural area should stay rural
- 120 units "tilts Village south"
- issues need be addressed to be sure of success
- no information has been forwarded by DEC
- can stipulation be made as to where building should start?
- Utilities phased in - can dictate building sequence
- Sidewalks - both sided of street- law reads must be both side of street
- there is option for variances - safety issues
- G. Fink - high end houses built first, otherwise they don't get built
- Battlegreen - off Paul Rd.
- 4 ponds - back up on Munger St. - who maintains ponds? Village, also
additional "park land"
- must be evaluated in 100 years drainage study
- guided by state regulations
- checking to be done by engineer
- How do ponds work?

- why townhouses
- tighten PUD lot sizes
- garages facing main road - aesthetics - plans show improvement"-
will ultimately be decision of builders and homeowners unless restriction
mandated - builder deed convenience
Can subdivision be all R1? Has not bee re-zoned
Nothing done deal - townhouses negotiable.
- is a demand for patio homes, small lots, simple homes
- variety of housing necessary
- many vacant townhouses in area
- will there be takers?
- We don't want rentals
* Cost between patio home and townhouse not significant
building cost difference
- patio homes have basements
- problem with geese when ponds
- dry pond may be solution
EXECUTIVE SESSION
A motion was made by Trustee Robert Bausch and seconded by Anna Marie
Barclay to enter Executive Session to discuss personnel matters. The motion
carried by the following vote:

Trustee Virginia Adams - aye
Executive Session was entered at 9:05 a.m.
A motion was made by Virginia Adams and seconded by Wayne Bailey to exit
Executive Session. The motion carried by the following vote:

Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye
No votes were taken in executive session. Executive Session was exited
at 9:15a.m.
A motion was made by Anna Marie Barclay and seconded by Robert Bausch
to approve the creation of a temporary Supervisor of Public Works position
and to appoint Roy Hill to said position. The salary will be $826.92 per
week and there will be no benefits other than holiday pay. The position
will be terminated upon hiring of a permanent DPW Supervisor for the Village.
The motion carried unanimously.
A motion to adjourn was made by Trustee Bob Bausch and seconded by Trustee
Virginia Adams. The motion carried unanimously. The meeting was adjourned
at 9:25 a.m.
