VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
February 8, 2006


The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch
Trustee Anna Marie Barclay
Trustee Virginia Adams
Trustee Paul Cooper

Also present were Linda Austin, Joe Chimino, Dale Leiter, Tom Williamson, Carl Mante, Alayne Mante, Glenn Lawrence, Ralph Garnish, Elizabeth Smith, Robert Smith, Mary Ann Price, James Pascarella, and Gerry Fuerch.


APPROVAL OF BILLS
A motion to approve the bills was made by Trustee Paul Cooper and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


APPROVAL OF MINUTES
A motion to approve the minutes of the Regular Meeting of January 25, 2006 was made by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Virginia Adams - aye

CEO/ZEO'S REPORT
Tom Williamson met with Dan Bryson and he will get back with Tom soon. He also met with the Town of Bergen Engineers on the Town garage looking at the drainage factor, review by the County for the scheduled March meeting. The Town will bid before it goes to the County Planning Board. Easements for the new building (sewer lines and water) will be needed from the Village.

DPW SUPERVISOR'S REPORT
DPW Supervisor Joe Chimino submitted an oral report as follows:

Highlights:

- sewer plant 88,000 gal/day
- damage at park (playground tubes were set on fire and were melted)
- cost $500.00 a piece
" Do we purchase new ones or block them off? Mayor Bailey suggests to block them off for now.
- catch basin collapsed on Hunter Street in front of Fire Department
- took tree down at 19 Gibson St.
- tree down at Dick Gates (Clinton and Munger)
- 100 ft. cottonwood tree coming down it's in our right-of-way on Leroy St.
- new poles on Gibson St. - switch over and run fiber optics
- filled pot holes
- bad drainage on Gibson St. - old clay tile from 40-50's; floods area around 500 ft. we will combine project with sidewalks
- new road signs done free from County

A motion to accept the CEO/ZEO's and DPW Supervisor's reports was made by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams. The motion carried by the following vote:

MAYOR'S REPORT
Mayor Bailey, Tally Almquist (Historian), and Anna Marie Barclay (Trustee) met with Senator Mary Lou Rath last Friday for possible grants for the Tully Building. She was very supportive combining municipal space mentioned, ways to support the effort with fund raising. She's putting in her budget to pay the architect. The Village Board will follow-up with Chief of Staff and send copies of any other grants we do.

Our attorney is working on the purchase agreement with seller and would like Board approval for this. Any financial increase other than agreed upon will come back to the Board.

A motion to accept the purchase agreement was made by Trustee Robert Bausch and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:

Mayor Bailey will meet next with Carl Schoenthal to go over issues and concerns with sewer and drainage on subdivision.


NEW BUSINESS

The following Resolution for Registration Day was offered by Trustee Robert Bausch and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:

The following Resolution for Election Day was offered by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Paul Cooper - aye

WHEREAS the Village will hold regular elections in the year 2006 on
March 21st.

THEREOF for the positions of two trustees for a four year term each ending on March 31, 2010 and,

WHEREAS the Village will not be divided into election districts,

WHEREAS the Village wishes to hold a registration day for said elections,

IT IS HEREBY RESOLVED that a registration date will be held on Saturday, March 11, 2006 from noon to 5:00 p.m. on said date at the Village Office at 11 Buffalo Street, Bergen, New York 14416.

IT IS FURTHER RESOLVED THAT the Village will hold elections from noon to 9:00 p.m. on March 21, 2006 at the Town Hall, 13 South Lake Street, Bergen, New York 14416.


OLD BUSINESS

1.

Fire Department Budget
Mayor spoke with Pamela Moore; budget tapped out. Do we want to make up $3,093.00 or can Fire Department cut anything? Fire Department is willing to cut $2370.00 off. Contract passed.

Town of Riga Share $ 16,130.00
Town of Bergen Share $ 100,964.00
Village of Bergen Share $ 46,972.00
Total $170,407.00

A motion to accept the Bergen Fire Department 2006-2007 budget was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried by the following vote:

A motion to enter Executive Session was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams. The motion carried by the following vote:

Executive Session was entered at 7:50 p.m.
