VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
November 9, 2005


The Regular Meeting of the Board of Trustees was called to Order by Deputy Mayor Anna Marie Barclay at 7:00 p.m. with the following present:
Trustee Robert Bausch - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Absent: Mayor Wayne Bailey

Also present were Linda Austin, Joe Chimino, Tom Williamson, Dale Leiter, Alayne Mante, Carlton Mante, Elizabeth Smith and Robert Smith.


APPROVAL OF BILLS
A motion to approve the bills was made by Trustee Paul Cooper and seconded by Trustee Virginia Adams. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


APPROVAL OF MINUTES
A motion to approve the minutes (with corrections) of the Regular Meeting of October 26, 2005 was made by Trustee Paul Cooper and seconded by Trustee Robert Bausch. The motion carried by the following vote:

HISTORIAN'S REPORT
Historian Almquist reported that a historical marker dedication in honor of Roswell Parmalee will be held at the intersection of Route. 19 and Parmelee Road (north side), on Friday, November 11, 2005 at 10:00 a.m. A motion to accept the Historian's oral report was made by Trustee Virginia Adams and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


CEO/ZEO'S REPORT
A motion to accept the CEO's oral report was made by Trustee Paul Cooper and seconded by Trustee Robert Bausch. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

1. Chuck Dodson confirmed that the water pressure on the north side of the tracks is normal.
2. 1989 Zoning Laws - need to review law for changes in the Village. Tom will be working with the Planning Board then will get the County involved.


DPW SUPERVISOR'S REPORT
A motion to accept the oral report of the DPW Supervisor was made by Trustee Virginia Adams and seconded by Trustee Anna Marie Barclay. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Highlights:

sewer plant 90,000 gal/day

catch basin repairs on Canterbury Lane, Clinton Street and Winterberry Lane

brush and leaf pick-up is above normal

Richard Beedham's last day was October 28 (did a great job)

Chris currently filling in to do the mowing for the rest of the season

Hickory Park - new picnic table completely damaged and water fountain intentionally destroyed

procurement policy - limits changed for Board approval

McKenzie and Clinton streets framing the lines has begun
-
PSC report will be filed by November 30


NEW BUSINESS

1. The Christmas tree lighting ceremony will be held on Friday, December 2, 2005 and judging for the house decorating contest on Thursday, December 15.
2. BAN or Bond - tabled


WORK SESSION NOV. 1, 2005

The Village of Bergen Board discussed future office options, one
being the purchase of the Tully building on the Historic Register
now owned by Gerry and Sherri Sheridan, located at the inter-
section of Route 19 and Buffalo Street in the Village of Bergen.
If purchased, the building would house the Village offices,
boardroom, small meeting rooms, and document storage facility
necessary to our local government. The floor space in the building
is conducive to the needs of the Village, and office options for others.
Further research and discussion will follow.

OLD BUSINESS

1. $30,000 in lieu of taxes from Electric to General - tabled
2. Procurement Policy - tabled

TRUSTEE CONCERN
Trustee Cooper reported that trash in front of 40 N. Lake Avenue and 41 N. Lake Avenue not tagged for disposal.


EXECUTIVE SESSION
A motion was made by Trustee Virginia Adams and seconded by Trustee Paul Cooper to enter Executive Session to discuss personnel matters. The motion carried by the following vote:

Trustee Anna Marie Barclay-aye
Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was entered at 7:37 p.m.

A motion was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper to exit Executive Session. The motion carried by the following vote:

Trustee Anna Marie Barclay-aye
Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was exited at 8:00 p.m.

Trustee Paul Cooper departed at 8:00 p.m.
