VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
November 22, 2005


The Regular Meeting of the Board of Trustees was called to Order Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Also present were Linda Austin, Joe Chimino, Tom Williamson, and Dale Leiter.


APPROVAL OF BILLS
A motion to approve the bills was made by Trustee Paul Cooper and seconded by Trustee Virginia Adams. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


APPROVAL OF MINUTES
A motion to approve the minutes of the Regular Meeting of November 9, 2005 was made by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

A motion to approve the minutes of the Worksession of November 1, 2005 was made Trustee Robert Bausch and seconded by Trustee Paul Cooper.


CEO/ZEO'S REPORT
A motion to accept the CEO's oral report was made by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

1. Michael Babinger (20A Rochester Street) was informed by his insurance company that his policy was being canceled because of his wood stove. The house was built in the late 70's before inspection regulations.
2. Steve Tyson - Rich Curtis will contact the Mayor before court action.
3. Emergency Plan information update was sent out.
4. Mr. DeFazio - Appletree Storage is putting in drainage pipe along property ditch which could be County property. The Mayor stated to notify the Town to find the borders first.
5. ISO inspection of permits will be in March 2006.


DPW SUPERVISOR'S REPORT
A motion to accept the oral report of the DPW Supervisor was made by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Highlights:

- Sewer plant 100,000 gal/day
- Ordered 2 new heaters
- Inverter returned not working right; Birds Eye has a back-up if needed
- Bruce is doing routine maintenance
- ARG in hooked to the new line
- McKenzie is rebuilt and in service; Clinton Street is next
- Tree in front of Dick Gates house may be a problem for the new lines
- Pole fell on the road near Birds Eye; it was not replaced, dead line


NEW BUSINESS
A motion to appoint Brandon Smith and Joseph Bruton to the Fire Department was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried unanimously.


OLD BUSINESS

1. $30,000 in lieu of taxes from Electric to General - tabled
2. Procurement Policy - tabled
3. BAN or Bond - tabled


TRUSTEE CONCERN

1. Trustee Adams - CAD Board losing Pam Moore as Chairman.
2. Mayor Bailey - Monroe County Water Authority new easement for Carpenter Park and maps meeting set Monday, Nov. 26 @ 4:30.
3. Trustee Barclay - Stu Brown meeting set Nov. 29 at 3:30.
4. Trustee Cooper - Charles Nesbitt cancelled his meeting with the Board. Mayor Bailey and Trustee Cooper will set up meeting with him in Albion.
5. Mayor Bailey - Tally Almquist was honored at a dinner and given a plaque for The Village Historian.


PRIVILEGE OF FLOOR
Dale Leiter reported that the Mt. Morris Seminar was very good. Planning Board members Holden Miller and Jean Stewart also attended.


EXECUTIVE SESSION
A motion was made by Trustee Paul Cooper and seconded by Trustee Robert Bausch to enter Executive Session to discuss personnel matters. The motion carried by the following vote:
Trustee Robert Bausch-aye
Trustee Anna Marie Barclay-aye
Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was entered at 7:45 p.m.

A motion was made by Trustee Virginia Adams and seconded by Trustee Anna Marie Barclay to exit Executive Session. The motion carried by the following vote:
Trustee Robert Bausch-aye
Trustee Anna Marie Barclay-aye
Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was exited at 8:20 p.m.


ADJOURNMENT
A motion to adjourn was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried by the following vote:

The meeting was adjourned at 8:25 p.m.
