VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
November 10, 2004


The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch
Trustee Virginia Adams
Trustee Paul Cooper

Absent: Trustee Anna Marie Barclay

Also present were Administrator Tracy Jong, DPW Supervisor Joseph Chimino, Mr. & Mrs. Smith, Tom Williamson, Dale Leiter and Tally Almquist.

Carl Schoenthal arrived at 8:00 p.m.


APPROVAL OF BUDGET TRANSFERS
A motion to approve the budget transfers listed below was made by Trustee Virginia Adams and seconded by Trustee Paul Cooper. The motion carried by the following vote:

APPROVAL OF BILLS
A motion to approve the bills as presented was made by Trustee Paul Cooper and seconded by Trustee Virginia Adams. The motion carried by the following vote:

Trustee Paul Cooper - aye

A motion was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams to add on a voucher for postage to be audited from Trustee contractual ($250 in stamps). The motion carried unanimously by all present.


APPROVAL OF MINUTES
A motion to approve the minutes of the Regular Meeting of October 27, 2004 was made by Trustee Paul Cooper and seconded by Trustee Robert Bausch. The motion carried by the following vote:

Trustee Paul Cooper - aye


HISTORIAN'S REPORT
Tally has been interviewing our local county and state representatives.


CEO/ZEO REPORT
Tom discussed the status of the emergency plan annual update and inquired about a new secretary. Tom also expressed concern over the proposed Town building and the upcoming vote on November 16. A motion to approve the oral CEO's report was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried unanimously.


DPW SUPERVISOR'S ORAL REPORT
A motion to approve the oral report of the DPW Supervisor was made by Trustee Virginia Adams and seconded by Trustee Paul Cooper. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Highlights included:

~
an electric transformer burn-out at the sewer plant
~
the Leonard Bus transformer arrived
~
the reported on the electric line conversion and one incident that may result in an insurance claim estimated at $3,600
~
the K-2 conversion is scheduled for November 19 (weather-dependent date)
~
the completion of the new service installation for the shed sales facility on Route 33
~
several catch basins were rebuilt
~
he spoke with the Janas family about relocating the electric facilities on their property
~
his estimated price for relocating service for Lynx is $2,500 or $3,000, depending on the route taken
~
the Munger Street drainage project will require more equipment than the Village owns; he is exploring alternatives


ADMINISTRATOR/CLERK TREASURER'S REPORT

A motion to approve the written and oral Administrator's report was made by Trustee Virginia Adams and seconded by Trustee Paul Coopoer. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


TRUSTEE CONCERN

Trustee Virginia Adams wanted Joe to inquire with Churchville about renting their leaf sucking machine next Fall. The Mayor and DPW Supervisor questioned the utility of doing that in light of the continual process of leaf dropping throughout the Fall.
Trustee Paul Cooper brought up the parking issue. Trustee Bausch and Trustee Cooper discussed the recommendation for a constable position, however, funding raised several issues. The question of whether the Village could get parking ticket fees requires further research. They proposed a 10 hour/week position. The position may also entail other duties such as park patrol, loitering patrols, etc. Civil Service and the Sheriff's contract also posed issues for further research by the subcommittee. Increased signage may a mechanism to help alleviate some of the problems.


PRIVILEGE OF THE FLOOR

Dale Leiter spoke about the Millseat Landfill meeting two weeks ago. He described the positions taken and public comments made at the meeting.
Carl Schoenthal spoke with the Board about the Munger Street drainage proposal, the aerial photography proposal and the DEIS process. He anticipated the entire Munger Street drainage construction project would be $150,000-$200,000. The storm sewer portion would be $100,000. The remainder would be street restoration estimated to cost around $100,000.


EXECUTIVE SESSION

A motion was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams to enter Executive Session to discuss personnel matters. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Executive Session was entered at 8:45 p.m. Everyone exited but the Board, the DPW Supervisor and Administrator.

A motion was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper to exit Executive Session. The motion carried by the following vote:
Trustee Robert Bausch - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Executive Session was exited 9:50 p.m. No votes were taken in Executive Session.

A motion to adjourn was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried by the following vote:
