Regular Meeting Minutes
October 12, 2005


The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Robert Bausch - aye
Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Also present were Linda Austin, Joe Chimino, Dale Leiter, Elizabeth Smith, Robert Smith, Holden Miller and Tally Almquist.


APPROVAL OF BILLS
A motion to approve the bills (with correction on the cell phone bill) was made by Trustee Paul Cooper and seconded by Trustee Virginia Adams. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


APPROVAL OF BUDGET TRANSFER
A motion to approve the budget transfer was made by Trustee Anna Marie Barclay and seconded by Trust Virginia Adams. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

APPROVAL OF MINUTES

A motion to approve the minutes of the Special Meeting of August 31, 2005 and Regular Meeting of September 14, 2005 was made by Trustee Anna Marie Barclay and seconded by Trustee Robert Bausch. The motion carried by the following vote:

TRUSTEE CONCERNS
Trustee Adams has two Village properties she wants to discuss with Tom Williamson.

Trustee Cooper reported that heavy rainfall added to Birds Eye odor problem.


DPW SUPERVISOR'S REPORT
A motion to accept the oral report of the DPW Supervisor was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried by the following vote:

Trustee Virginia Adams - aye
Trustee Paul Cooper - aye

Highlights:

sewer plant 76,000 gal/day

new fluorescent lights at DPW shop
-
paint catwalks and large tanks at the shop

install man hole inserts
-
new septic tank installed for Marty Krause
-
30 tanks left to pump
-
Nick and Josh will be attending Electric Line School at Fairport
-
electric line infra-red testing halfway completed by Churchville
-
working on pole inventory - stray voltage checked and inspected
-
meeting scheduled with Frontier about pole inventory
-
DPW roadwork done for the year and seal coating of parking lots
-
40 trees in total planted this year
-
vandals broke one tree
-
lock on park bathroom door broken
-
repair to sidewalks scheduled for this year only real bad ones first


HISTORIAN'S REPORT
A motion to accept the Historian's written report was made by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried unanimously.

MAYOR'S REPORT
The Mayor reported that no response has been received from Avery.


NEW BUSINESS

A motion was made by Mayor Bailey and seconded by Trustee Paul Cooper to appoint Rebecca Maxon, Monica Murray and James Wolfe to the Fire Department. The motion carried unanimously.

The Board agreed to participate in the Genesee I-Tech feasibility study.

$30,000 in lieu of taxes from Electric to General - tabled

The Board unanimously agreed to keep the mileage rate 40.5¢.

A motion was made to vote Holden D.P. Miller to full status on the Planning Board by Trustee Robert Bausch and seconded by Trustee Paul Cooper. The motion carried unanimously.

The Board to redo the procurement policy and was given to Trustee Barclay to review for the Board.

A motion to accept the Outsource Collections contract (reviewed and signed by Mayor Bailey) was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams. The motion carried unanimously.

GAM meeting on October 20 at the Batavia Downs; they would like a Board member there.

Monroe County Water rerouting water main through Carpenter Park - tabled.


OLD BUSINESS
A motion was made by Trustee Virginia Adams and seconded by Trustee Anna Marie Barclay to award Jeff Volpe of Bergman Associates as Village consultant for the GIS Grant. The motion carried by the following vote:

Trustee Anna Marie Barclay - aye
Trustee Virginia Adams - aye
Trustee Paul Cooper - aye


EXECUTIVE SESSION
A motion was made by Trustee Paul Cooper and seconded by Trustee Anna Marie Barclay to enter Executive Session to discuss personnel matters. The motion carried by the following vote:
Trustee Robert Bausch-aye
Trustee Anna Marie Barclay-aye
Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was entered at 8:11 p.m.

A motion was made by Trustee Paul Cooper and seconded by Trustee Anna Marie Barclay to exit Executive Session. The motion carried by the following vote:

Trustee Anna Marie Barclay-aye
Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was exited at 9:06 p.m.
