Regular Meeting Minutes
January 28, 2004


The Regular Meeting of the Board of Trustees was called to Order by Deputy Mayor Wayne Bailey at 7:00 p.m. with the following present:
Trustee Anna Marie Barclay
Trustee Robert Bausch
Trustee Virginia Adams

Also present were Administrator/Clerk-Treasurer Tracy Jong, DPW Supervisor Marty Krause, Dale Leiter, Mr. & Mrs. Smith, and Tom Williamson.


BUDGET TRANSFERS AND APPROVAL OF BILLS:

A motion was made by Trustee Anna Marie Barclay and seconded by Robert Bausch to approve the budget transfers listed below. The motion carried as follows:

ADMINISTRATOR/CLERK TREASURER'S REPORT:
A motion to approve the written and oral Administrator's report was made by Trustee Anna Marie Barclay and seconded by Trustee Virginia Adams. The motion carried by the following vote:

The Administrator was directed as follows:
1. Obtain RFP's for grant writing services.


OLD BUSINESS:

The following old business was tabled for future consideration by the Board:
1. Proposed local laws 1 - 5 of 2004 concerning defense and indemnification and resolution concerning employee/official discipline, veteran's exemptions and aged exemptions - public hearing scheduled for 6:45 pm on February 11, 2004.
2. Sewer rate review
3. Mayor's Downtown revitalization project
4. Bank proposals
5. Concerts in the Park
6. Mayne development. There has been no filing of a DEIS by the developer. This month marks the one year anniversary of the first public meeting on this project. The developer's engineer believed the DEIS would be filed by the end of next week.


NEW BUSINESS:

1. A motion was offered for adoption by Trustee Robert Bausch and seconded by Trustee Virginia Adams to permit the Administrator to proceed with authorization of $750,000 electric debt, $250,000 to be issued on or about April and $500,000 to remain unissued at this time.

2. A motion was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams to appoint the following election inspectors for the March 16, 2004 election:

EXECUTIVE SESSION

A motion was made by Trustee Wayne Bailey and seconded by Anna Marie Barclay to enter Executive Session to discuss personnel matters. The motion carried by the following vote:

Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was entered at 8:23 p.m.

A motion was entered by Wayne Bailey and seconded by Robert Bausch to exit Executive Session. The motion carried by the following vote:

Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was exited at 9:10 p.m. and no votes were taken in executive session.

A motion was made by Trustee Virginia Adams and seconded by Trustee Robert Bausch to increase the hourly wage of Richard Robinson from $13.50/hr. to $15.80/hr. and give him the title of lineman. The motion carried by the following vote:

The Administrator is directed to implement the pay increase immediately with Civil Service and the Teamsters.
