VILLAGE BOARD of TRUSTEES
Regular Meeting Minutes
January 26, 2005


The Regular Meeting of the Board of Trustees was called to Order by Mayor Wayne Bailey at 7:00 p.m. with the following present:

Trustee Robert Bausch
Trustee Anna Marie Barclay
Trustee Virginia Adams
Trustee Paul Cooper

Also present were Administrator Tracy Jong, DPW Supervisor Joseph Chimino, Dale Leiter, Elizabeth Smith, Robert Smith, Alayne Mante, Carlton Mante, Mary Ann Price, and Arthur Price.

BUDGET TRANSFERS AND APPROVAL OF BILLS
A motion to approve the budget transfer was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams. The motion carried by the following vote:

APPROVAL OF MINUTES
A motion to approve the minutes of the Regular Meeting of January 12, 2005, Public Hearing of January 17, 2005, and Worksession of January 19, 2005 (with changes) was made by Trustee Robert Bausch and seconded by Trustee Virginia Adams. The motion carried by the following vote:

DPW SUPERVISOR'S ORAL REPORT
A motion to accept the oral report of the DPW Supervisor was made by Trustee Paul Cooper and seconded by Trustee Virginia Adams. The motion carried by the following vote:

ADMINISTRATOR/CLERK TREASURER'S REPORT

A motion to approve the written and oral Administrator's report was made by Trustee Anna Marie Barclay and seconded by Trustee Robert Bausch. The motion carried by the following vote:

NEW BUSINESS

1)
A motion was made by Mayor Bailey to appointment Robert VanEenwyk as Zoning Board Chairman. The motion was seconded by Trustee Robert Bausch and carried unanimously.


OLD BUSINESS

1) The following resolution was offered by Trustee Anna Marie Barclay and seconded by Trustee Paul Cooper.

WHEREAS, Wyoming County Community Action, Inc. plans to develop and build a thirty-two unit residential rental project for low income seniors and disabled persons on the site of Lake Road next to Bergen Meadows, Bergen; and

WHEREAS, all units in the Project will be affordable to low-income tenants; and

WHEREAS, the Village of Bergen, as part of its analysis of community and housing needs, has identified a need for the construction of additional affordable senior housing units which include services made available for the improvement of the daily quality of life; and

WHEREAS, the proposed location of the Project is on an area of the township that has been identified as a focal point of residential development; and

WHEREAS, Wyoming County Community Action, Inc. must meet all federal, state and local laws, rules, regulations and policies prior to construction;

NOW, THEREFORE, BE IT RESOLVED, that the Village Board of the Village of Bergen hereby have determined that the development and construction of the Project are consistent with and form an integral part of the Town's strategy to meet the need for additional rental housing for the elderly and for all residents in the Town.

BE IT FURTHER RESOLVED, that a purchase offer dated January 26, 2005 for the purchase of 4 acres of land from the Village for the aforementioned project at a cost of $20,000 is hereby approved and the Mayor is directed to execute the same on behalf of the Village.

The resolution carried unanimously.

4) Jan. 17th Public Hearing Comments - tabled


EXECUTIVE SESSION

A motion was made by Trustee Robert Bausch and seconded by Mayor Bailey to enter Executive Session to discuss personnel matters and collective bargaining negotiations. The motion carried by the following vote:

Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

Executive Session was entered at 9:20 p.m.

A motion was made by Mayor Bailey and seconded by Trustee Anna Marie Barclay to exit Executive Session. The motion carried by the following vote:

Trustee Anna Marie Barclay-aye
Trustee Wayne Bailey-aye
Trustee Virginia Adams - aye

No votes were taken in executive session. Executive Session was exited at 10:02 p.m.
